This webinar will explore how municipalities can use a carbon budget framework to align financial and operational decisions with their long-term emissions reduction targets.  A carbon budget and accounting framework is a structured accountability tool that helps decision-makers assess greenhouse gas impacts alongside financial considerations.

We’ll be joined by Jill Hudgins, Environmental Strategist & Program Manager at the City of Fredericton, who will share insights from Fredericton’s carbon budgeting process. The session will include a live Q&A, providing an opportunity to ask questions and learn from real-world experience.

Naomi leads design and engagement in climate action planning at SSG. Passionate about shaping bold, transformative strategies, Naomi works closely with communities and governments to implement policies that drive systemic change towards a climate-friendly future. With over 20 years of experience in sustainability and climate policy, Naomi has advised universities, local governments, and civil society organizations. She has led the development of several climate action plans in Canada and the US, focusing on inclusive and equitable processes. In 2012, Naomi cycled from Vancouver to Rio de Janeiro for the Earth Summit, combining her passion for adventure and environmental advocacy.

City of Fredericton

Jillian Hudgins is the Environmental Strategist and Program Manager with the City of Fredericton. She coordinates the implementation of the Fredericton’s Climate Change Adaptation Plan, Community Energy and Emissions Plan, and Corporate Energy and Emissions Plan by working with staff across City departments and external partners to move the needle on climate action and resilience. She has a background in earth science, conservation, and ecosystem restoration and previously worked with a
range of local and international non-governmental organizations before joining the team at the City of Fredericton in mid-2021.
