The Problem

Eleven municipalities in Chile’s geographically and culturally diverse Los Ríos Region, spanning rivers, lakes, and coastal mountains, must develop climate action plans in under a year to achieve net-zero emissions by 2050 in compliance with Chile’s Climate Change Framework Law.

How can the Los Ríos Region design climate action plans for 11 municipalities to reduce emissions across the region, while helping each municipality adapt to the local impacts of climate change?

The Solution

SSG worked with the Ministry of the Environment, the IDB, and the Los Ríos Regional Government—together with local municipalities and community members—to develop 11 coordinated climate action plans aimed at achieving net-zero emissions by 2050. The plans combine region-wide strategic measures, such as strengthening the green economy, conserving ecosystem services, enhancing water security, promoting clean energy and sustainable mobility, and advancing the circular economy, with concrete actions for municipal implementation.

Each community plan reflects local needs and opportunities shaped by a participatory process involving over 20 workshops and 65 interviews with key stakeholders. The plans also include GHG inventories following the HuellaChile methodology and GPC Protocol, vulnerability and risk analyses, adaptation and mitigation measures, and the identification of key actors for their implementation.

The Outcome

The 11 municipal climate action plans developed in the Los Ríos Region during the project include:

Incorporating local knowledge and practices to lay the foundation for climate action.

SSG strengthened climate planning by collaborating with municipal governments and local communities. The team conducted over 100 participatory activities, including citizen workshops and interviews with key stakeholders, which generated valuable information on existing environmental, conservation, and fire-risk management practices. By building on actions already underway at the local level, this approach increased local support for the plans and increased their feasibility.

Engaging communities through workshops to tailor climate actions to local contexts

Given the diverse geographic, economic, and cultural characteristics of the 11 municipalities, SSG ran 23 community workshops to ensure the action plans addressed each municipality’s specific needs. Some plans include measures to conserve and sustainably manage wetlands and improve water efficiency in homes and public spaces. Others focus on strengthening the green economy through sustainable local agriculture, promoting responsible fishing practices, and developing green tourism alternatives.
