Kelowna takes holistic climate action

The Problem

The City of Kelowna has committed to reducing greenhouse gas emissions while improving climate resilience. One of the fastest growing communities in Canada, Kelowna is set to grow its population by 100,000 and add 45,000 homes by 2040. At the same time, the community is vulnerable to climate hazards like floods, wildfires, and heat waves—and the risks are growing.

The Problem

How can Kelowna increase its climate resilience and reduce greenhouse gas emissions as the community grows?

The Solution

SSG supported the City of Kelowna with technical analyses that informed public engagement and laid the foundation for the Climate Resilient Kelowna Strategy. SSG created a GHG inventory, modelled potential emission reduction actions, carried out a climate vulnerability and risk assessment, developed potential adaptation actions, and identified relevant climate action best practices from other jurisdictions.

The final plan presented 27 strategies to reduce emissions and improve resilience while creating jobs, improving air quality, reducing energy costs, and increasing greenspace. By 2050, these measures could save the community over $2 billion through energy efficiency improvements, avoided carbon taxes, reduced maintenance, and renewable energy revenues. Billions more will be saved through implementing the modelled adaptation measures, which will protect the community during extreme weather events like heat waves, floods, and wildfires.

Integrate mitigation and adaptation

The actions in the Climate Resilient Kelowna Strategy were developed with an integrated analysis of their mitigation and adaptation impacts. This enables the community to identify which investments will have the most positive impacts, as well as to prioritize them according to their emissions impacts and resilience benefits.

Engage when it matters most

From 2022 to 2024, hundreds of community members contributed to the plan through community surveys, open houses, focus groups, and working groups. SSG supported the City with technical analysis, data visualizations, and maps appropriate for public audiences.

Quantify climate hazard impacts

Using ScenaAdaptation, SSG identified the financial value of adaptation measures and the costs of inaction. Hard numbers helped make a business case for climate actions like increasing the tree canopy to protect residents from heat waves, taking wildfire prevention measures, and reducing flood risk along the lake and rivers.
