Public participation is at the heart of effective climate action. We work with governments to build trust with their communities to develop climate action approaches grounded in local realities.

We design strategic, inclusive processes that  put communities at the centre of climate action decisions. Our aim is to foster broad community involvement to create conditions for transformative climate action.  

The SSG Engagement Framework is built on the internationally recognized IAP2 Framework, adapted to reflect our deep experience in complex systems, climate action, and community resilience. Starting with engagement design, we develop engagement objectives and approaches tailored to the project goals, local context, and building trust with those who participate. We focus on gathering public input through custom techniques — from surveys to working groups — that provide insights that can be meaningfully integrated into climate action plans, projects, and policies.

Engagement Strategy Design

Before any workshop, survey or dialogue, we design the big picture: What decisions are being made? Who needs to be engaged? How will their participation shape the outcome?  

We map interested and affected parties, assess engagement readiness, identify equity considerations, and build a strategy that integrates meaningful participation into the decision-making process.

Tailored Engagement Techniques

From public forums to targeted conversations, from digital tools to deep community partnerships—we select and design the right mix of techniques for the goals, timeline, and context. Our toolbox includes pop-up events, focus groups, online platforms, small group dialogues, design charrettes, interviews and intercepts, and youth- and newcomer-focused approaches.

Equity-Centered Processes

We design engagement processes that reduce barriers and amplify underrepresented voices. Whether we’re engaging people impacted by climate change, shaping infrastructure policy, or planning future growth, equity is not a checkbox—it’s embedded from the start.

Relevant Example

In 2021, the City of Tigard set out to develop a bold climate action plan with a focus on including BIPOC and marginalized communities. Early in the project, SSG and the City co-developed a Racial Equity Toolkit with BIPOC community members and the Asian Pacific American Network of Oregon. The toolkit outlines how to incorporate the concerns and priorities of historically marginalized communities into climate action decisions. It guided public participation in the development of every action in the Tigard Climate Action Report, which aims for carbon neutrality by 2035.
