The Problem

Tigard’s BIPOC residents, who make up 25% of the community, have historically been excluded from shaping policies that directly affect their lives. The City of Tigard was looking for a way to avoid repeating this problem with its climate action plan aiming for carbon neutrality by 2035.

The Solution

Early in the project, SSG and the City co-developed a Racial Equity Toolkit with BIPOC community members and the Asian Pacific American Network of Oregon. The toolkit details six steps for incorporating the concerns and priorities of historically marginalized communities into climate action decisions. It guided the public engagement process as well as the development of every action in the Tigard Climate Action Report. 

This process produced a report that reflects community guidance on how to implement climate action equitably. For example, the report recommends improving building energy efficiency and transit connectivity first in disadvantaged and BIPOC communities. This will ensure that these communities are the first to benefit from the resulting lower energy bills and better access to transit.

Integrate public participation with technical analysis

Tigard’s Plan is based on technical
analysis integrated with community
engagement. Technical modeling identified the climate actions required to reach net zero. Recommendations from BIPOC and other marginalized community members (gathered with the Racial Equity Toolkit) were used to develop specific implementation approaches for each action. Their recommendations also helped prioritize actions. Additionally,
diverse community members weighed in at key points in the technical analysis through advisory committees, focus groups, and a
community survey.

Local decisions drive global change

While ambitious state and federal legislation will help reduce emissions from energy production, 62% of Tigard’s emissions will not be addressed by this legislation. The City’s plan will reduce these emissions through 17 actions focused on densification, energy efficient buildings, shifting away from fossil fuels, improving walking and cycling paths, and more.

Each action in the Tigard Climate Action Report includes guidance related to social and environmental considerations and community concerns. THis guidance ensures that equity is built into every action and informs how Tigard will evaluate implementation of the actions and their impacts.
