Tacoma GHG Inventory and Climate Environmental Plan

Greenhouse Gas Inventory

Accounting to identify actions for a better & more just Tacoma

Client

City of Tacoma

Population

217,827

Schedule

2020-2021

The Problem

The City of Tacoma and Tacoma Public Utilities committed to net-zero community emissions by 2050 in 2019, but between 2016-2019 Tacoma’s GHG emissions increased by 16% while the population grew by only 3%.

The Problem

How can Tacoma meet its climate targets to align with the Paris Agreement?

53%

projected increase in population

56k

increase in # of households

*between 2019-2050.

The Solution

SSG supported Tacoma to update its greenhouse gas (GHG) inventory in alignment with the Global Protocol for Community-Scale GHG Emissions Inventories (GPC). A customized GHG Inventory Tool was developed to organize and tabulate all relevant data sources, making future updates straightforward. The tool’s outputs also meet international disclosure requirements.

Employing ScenaCommunity, SSG then modeled several scenarios to identify 64 actions across four of the largest emitting sectors: industry, buildings, transportation, and waste. The resulting climate action plan, the Tacoma Climate Action Report, was approved by council in 2021.

The Outcome

Tacoma’s GHG Inventory identified:

1.6M

MtCO2 GHG emissions

18

GHG emissions sources across 10+ municipal sectors

The price of not taking action, both in economic terms and in the potential cost of human health and life, particularly for Tacoma’s most vulnerable populations, is not only fiscally irresponsible but morally unacceptable.
