The Problem
The East-West Gateway Council of Governments (EWG) received a Climate Pollution Reduction Grant to coordinate climate action across 15 counties with diverse industries and communities in the St. Louis region of Missouri and Illinois. With residents largely supportive of climate action, but facing high levels of air pollution and energy burdens, EWG set out to develop the region’s first GHG emission reduction plan.

The Solution
SSG collaborated with EWG, its local government members, and residents to develop the Greenhouse Gas Reduction Plan (GGRP) with actions to reduce greenhouse gas emissions by 98% by 2050 while boosting air quality, improving affordability, and creating thousands of jobs. The Plan is backed by local action pathways for four sub-regions composed of groups of municipalities that identified targeted measures to reduce emissions from buildings, transportation, industry, and waste based on conditions in their area.
The Plan was created in two phases. In the first phase, EWG developed the Priority Climate Action Plan, which compiled over 120 local pollution reduction project ideas. Then, SSG worked with EWG to create the GGRP by refining and expanding on these actions with community input and detailed scenario modelling that projected the environmental, economic, and social impact of potential climate actions.
